$300,000.

accelerated business processes, better data quality and improved
regulatory compliance efforts easily combine to provide a compelling,
short term return on investment.”

Cinema possesses a rich history of collaboration between artists of sound, narrative, and image. However, traditional tendencies to perceive music as a strictly supportive background or accompaniment have been subjected to in-depth critique only recently. Abigail Childs interactions with musicians in Is This What You Were Born For? (1981-89) and Bill Morrisons partnership with composer Michael Gordon in Decasia (2001) exemplify (but by no means exhaust the possibilities of) the broader range of collaborative textures that cinema has always suggested. Not coincidentally, these works represent the influence on cinema of two popular music practices: the ubiquitous re-mixing that has emerged from hip-hop culture and the group composition typical of many rock bands. Abigail Child (also a poet, critic, and scholar) has had an influential career as an experimental filmmaker since the mid-1970s when she turned from professional documentary work to the creation of independent films focusing on gender, sexuality, class, and the critical possibilities of montage. Recycling found footage from a wide variety of sources, such as porn, industrial films, and home movies, and progressing cinematic techniques often associated primarily with the historical avant-garde of the early twentieth century, Child has created an oeuvre of incredible beauty and continuing social relevance. Her films are shown at major art museums and in experimental cinema venues and can be obtained through a variety of distribution channels. Is This What You Were Born For?, the series of short films Child created in the 1980s, underscores her exploration of interdisciplinary collaboration and these endeavors have had on her work. Michael Gordons award-winning career as a composer has resulted in a variety of notable intermedia collaborations, including for example operas with diegetic film components progressing beyond the more familiar application of projection as scenery and non-narrative music performances incorporating video. Gordon is a founding member of the highly regarded new music organization Bang on a Can, a group dedicated to facilitating the composition and performance of new music, often with an interdisciplinary dimension and independently of conservative academic contexts. Decasia, Gordons internationally celebrated collaboration with filmmaker Bill Morrison, is a symphony for full orchestra paired with a montage of archival nitrate footage in various states of intriguing and evocative decomposition. The final version of the film, edited to fit the live recording of the symphony performance, was featured in the 2002 Sundance Film Festival. Decasia synaesthetically elucidates subtleties inherent to myriad generative tensions: progress/tradition, memory/time, darkness/illumination, and mini-malism/totalism.

The White House unveiled yet another version of its health care reform package this week. For a family with an income of $77,000, the government proposed a drop in the annual cost of health insurance to 9.5%, down from the proposed Senate Bill figure of 9.8%. However, even with the suggested “improvement,” the plan would mean a cost of $7,315.00/year, or $609.58 per month. Combining rising fuel and education costs with higher taxes, the proposal still puts health care out of the reach of too many Americans.

Industry observers have questioned the level of care available for such low monthly amounts. Elton clarified, “By reducing waste and by instituting policies to eliminate fraud and billing redundancy, costs and overhead are reduced dramatically, allowing a pass-through savings on premiums.” He continued, “Insurance coverage, like any product, can be crafted to suit specific situations. By tailoring the risk, we are able to tailor the price.”

NEW YORK — Island Capital Group LLC (“Island Capital”), a private real estate
oriented merchant banking firm controlled by Andrew L. Farkas, and
Centerline Holding Company (“Centerline”) announced today that through
its affiliate C-III Capital Partners (“C-III”), Island had acquired 100%
of Centerline’s institutional real estate debt fund management and
commercial mortgage loan servicing businesses. This transaction
immediately makes the newly created private company one of the largest
special servicers of CMBS in the United States, as it is presently the
named special servicer for approximately $110 billion of loans in 81
CMBS securitizations.

In connection with the acquisition, Island Capital along with Centerline
also announced that Island had completed a total restructuring of
Centerline’s financial structure and core business operations by
eliminating approximately $1.6 billion of debt, contingent liabilities
and preferred equity, providing a much needed injection of equity and
liquidity and permitting the company to emerge as one of the healthiest
and now most stable companies in its industry. Island Capital affiliates
provided in excess of $100 million of new cash equity in connection with
the acquisition and restructuring, and C-III will also own approximately
40% of Centerline, which will remain as a public company.

Subsidiaries of Anubis Advisors, which is a wholly-owned subsidiary of
Island Capital, have been retained as the exclusive external managers
for C-III and Centerline. In such capacity, Anubis will provide
strategic planning, corporate management, restructuring, MA and other
financial services to both companies.

Island Capital’s strategy in acquiring the CMBS fund management and real
estate loan servicing businesses from Centerline is all but identical to
the strategy successfully deployed in connection with the creation and
building of Insignia Financial Group, Inc. Insignia, founded by Mr.
Farkas in 1990, consolidated much of the then distressed real estate
syndication industry, ultimately growing to become one of the largest
owners and operators of real estate in the world, including 350,000
units of multi-family residential housing and in excess of 250 million
square feet of office, retail and industrial space. Insignia’s growth
was a function of the aggregation, restructuring and management of
complex real estate oriented equity derivatives. Mr. Farkas, now
Chairman and CEO of Island Capital, said “The creation of C-III
represents the adaptation and implementation of the Insignia strategic
and operating model to the present environment. Back in 1990 we started
acquiring real estate oriented equity derivatives and building a
property and asset management business to service the assets controlled
by the derivatives. With C-III we are seeking to acquire real estate
oriented debt derivatives and to build special servicing and ancillary
businesses to manage those.”

C-III will operate as special servicer for CMBS through its wholly-owned
subsidiary Centerline Servicing (which will continue to operate under
that name during a transition period), which is currently the named
special servicer for approximately $110 billion of loan in 81 CMBS
securitizations. Other C-III subsidiaries also control real estate debt
investments that have a face value of approximately $3.1 billion. Under
Anubis’s management, C-III’s intention is to integrate a principal
capital deployment and MA strategy within its operations to acquire
incremental CMBS, CMBS fund managers and other servicing operations.
C-III also intends to pursue institutional third-party servicing
relationships and to expand into business lines complementary to those
in which it presently operates.

In the popular press, grape extracts have been touted as miracle compounds that can do everything from cure cancer to reverse aging. These claims may be a little premature, but beneficial substances within grapes have been found to provide a variety of benefits for overall health and wellness. Sports scientists are now starting to demonstrate that grape components can benefit physical performance and recovery, as well. Grapes contain a multitude of beneficial substances classified as polyphenols. One you may have heard a lot about is resveratrol. This phytochemical, found mainly in the skins and seeds of the grape, has been shown to help prevent certain types of cancer and heart disease, as well as extend lifespan, bolster muscle endurance and even help with fat loss. Polyphenols act as antioxidants. During exercise, free radical formation can result in excessive muscle damage that can impede performance and recovery. Antioxidants help to neutralize free radicals, which may help reduce muscle damage while maintaining strength. Grapes are considered to be one of the most concentrated sources of antioxidants among all fruits and vegetables. THE STUDY French researchers conducted a study in which 20 elite male athletes from various sports received a grape extract or a placebo every day for one month. Following the one-month treatment, each subject had a two-week break, and then received the alternative treatment for another month. During the entire study, all athletes continued with their normal intensive training routines. Several tests were conducted during each study period to measure changes in overall power, antioxidant status and muscle damage. THE RESULTS When subjects took the grape extract their antioxidant levels were much higher compared to when they received the placebo treatment. Muscle damage was also found to be significantly lower during the grape extract treatment. The improvements in antioxidant status and muscle damage didnt translate into improved muscle power in all of the athletes tested, but a subgroup of handball players (10 of the 20 subjects) did gain increased overall power. The researchers also found that the subjects who experienced the least muscle damage due to grape supplementation had the greatest overall improvements in muscle power. THE DOSAGE Take 200-500 milligrams of grape extract, or grape-seed extract (Vitis vinifera) standardized for at least 80% polyphenols, in the morning and about 30-60 minutes before workouts.

Tatyana Hristova * As a teen in Bulgaria I had the propensity to gain weight, and I was overweight by the time I reached my early 20s. In 2000 I was diagnosed with Wolff-Parkinson-White syndrome, a heart condition that can cause an extremely fast heart rate and trigger ventricular fibrillation, a leading cause of sudden cardiac death, and exercise wasnt recommended. Yet I was in physical pain due to my bodyweight of 200 pounds, and I felt even worse looking in the mirror. My best friend who worked out a lot helped me decide to start exercising in spite of my doctors advice. I began a fat-loss program in 2004 in which I worked up to 40-60 minutes of cardio six days a week and four weightlifting sessions weekly; I changed up my routine every two weeks and ate four strict meals a day. Now Im on a program to gain muscle, so I limit my cardio and eat more protein. I love to use free weights and try new workouts, and Ive added elements of martial arts to my training to make it more fun and challenging. Im healthier than ever–Ive lost 75 pounds of fat and gained 23 pounds of muscle–and my heart condition no longer exists. American physicians say my diet and exercise regimens helped immensely. Living and feeling healthy is my biggest achievement, and I hope to someday compete in bodybuilding. Now Im 36, and my fear of the gym has become a passion and an addiction. I thought I had reached the stars with my transformation, but then a German friend showed me how much more power I had inside. For all those who struggle with their weight, I say, “Theres no such thing as cant.” I just kept imagining the outcome I wanted to achieve and this motivated me to continue.

Hearing health concerns extend far beyond industrialized nations. Individuals, organizations and strategic working groups are building momentum to support global hearing health care throughout the developing world. The pendulum is swinging as medical and educational professionals strive to promote hearing health policy, combat disease, prevent hearing loss and build programs in (rehabilitation and education for millions of people affected with hearing loss. In developing nations, access to hearing technologies and hearing health care, as well as training in audiology, deaf education and parent support, lag far behind the United States. Two-thirds of individuals affected with hearing loss live in developing countries where people struggle for food, water and basic health care (World Health Organization, 2005). The MRC Institute of Hearing Research estimates that before 2015, more than 700 million people may be diagnosed with hearing loss. The World Health Organization (WHO) estimates that over 78 million children have moderateto-profound hearing loss, and that 50 percent of these cases may have been preventable (WHO, 2005). Lack of vaccinations, diseased waters, limited neo-natal care, noise pollution, over prescription of ototoxic medications, poor otitis media care, head trauma, poor health, AIDS and a host of other related issues likely contribute to even larger numbers of persons affected with hearing loss. Added to these issues are syndromic and non-syndromic genetic causes of deafness (WHO, 2005). Most governments in developing countries estimate populations of hearing loss to be between 3 and 5 percent, and overall disability populations may hover around 10 percent.1 The United Nations Convention on the Rights of Persons with Disabilities promotes awareness of persons with disabilities and has captured the attention of the world. Eight principles guide the Convention, including fostering dignity, respect, inclusion, opportunity and participation of people with disabilities. Over 142 countries have signed this treaty and the United States ratified it in July 2009. Momentum is building for policy and support for people with disabilities, including those with hearing loss. Developing countries lack sufficient resources for hearing screening, diagnosis and treatment. Highly trained specialists in hearing health care may not even exist in these locations, and many poor countries rely on humanitarian efforts. Affordable hearing aids are also difficult to find, and humanitarians who donate refurbished aids report that over time, these aids break and get thrown into drawers instead of finding their way to a repair center. In many parts of the world, children under the age of 5 are not offered hearing tests and many public schools will not enroll children with hearing loss.

Negative-rep training is usually associated with strength moves like the bench press, but you can use it for almost any muscle group on nearly any exercise. In fact, researchers from the UK tested negative-rep training on the hamstrings. The graph below shows the percent increase in one-rep max (1RM), muscle length and range of motion (flexibility) after eight weeks.

LEICESTER 35 LONDON IRISH 19 TOBY FLOOD gave England an injury scare as he took a bash on the head during the crushing win over London Irish. But the Tigers fly-half should recover in time to take his expected place on the bench in Saturdays Calcutta Cup clash at Edinburgh. Flood -aiming to shine in front of watching Martin Johnson -lost his chance to impress because of a first-half collision. It was a pity for Flood, who is so desperate to rip the No.10 jersey off Jonny Wilkinsons back. But Flood kicked two penalties and two conversions before going off, leaving his teammates to steal the show. Tries from Alesana Tuilagi (above), Scott Hamilton, Martin Castrogiavanni and George Chuter gave Tigers a bonus point win and stretched their lead at the top of the table over Northampton.

SystemC AMS Extensions Enrich ESL Design Methodologies for
Mixed-Signal Applications

DRESDEN, Germany — DATE CONFERENCE – The Open SystemC Initiative (OSCI), an independent
non-profit organization dedicated to supporting and advancing SystemC™
as an industry-standard language for electronic system-level (ESL)
design, today released the SystemC Analog/Mixed-signal (AMS) extensions
language standard, AMS 1.0. The AMS 1.0 standard is the first modeling
language targeting system-level design and verification to describe
analog/mixed-signal behavior as natural extension to existing
SystemC-based design methodologies.

Designed for use with IEEE Std. 1666™-2005, the AMS language
standardizes new class libraries, layered on top of the SystemC
standard, featuring specialized AMS system-level design and modeling
methods. The AMS language reference manual (LRM) introduces new
execution semantics for efficient simulation of discrete- and
continuous-time behavior, and incorporates updates from the public
review conducted in early 2009.

“The AMS extensions demonstrate how SystemC further advances with the
collaborative effort of semiconductor industry, universities and
research institutes,” said Eric Lish, OSCI Chairman. “I am delighted
that OSCI is in the center of this standardization effort, driving these
innovative ESL design methodologies.”

pounds A NEW report by Direct Line reveals that 660,000 motorists have got their nearest and dearest to take the rap for their motoring offences in order to avoid licence points. pounds SMOKERS quitting this No Smoking Day, March 10, could save an average pounds 6,044 on combined critical illness and life cover. pounds WITH Good Friday falling on April 2, savers have less chance to beat the deadline and pay into a tax-free ISA this year. ATTEMPTS are underway to send military veterans to special “care” units instead of prison if they commit a criminal offence. The key figure behind the controversial move is the SNPs Angela Constance, who represents Livingston at Holyrood. On Friday, she held a high-profile summit at the Scottish Parliament with criminal justice agencies and veterans charities to test support for her proposal, which would see a secure care unit established for traumatised war veterans as an alternative to custody. The MSP believes there is a “moral responsibility” to support veterans both during military operations and when they return home, even if they find themselves on the wrong side of the criminal justice system. Tom Fox, Scottish Prison Service (SPS) spokesman, confirmed that prisoners were not routinely asked if they were in the armed forces. The SPS has estimated that it has 121 veterans in Scottish prisons. Critics, including Mrs Constance, say the SPS figures are an “under- representation”.
ATTEMPTING to cut the SNP out of the leaders debates which will be a central focus of the forthcoming General Election is more that just unbalanced treatment of a political party, it is fundamentally unfair to the people of Scotland. By definition these debates, which will take place in three English cities in front of local audiences, are incapable of reflecting what is happening north of the Border. Indeed, there are rules in place to ensure that the different politics in Wales and Scotland are reflected but the BBC and ITV, the two broadcasters with public service responsibilities, stitched up a deal with the London parties months ago. Ironically, only Sky, which is under no such obligation, has made efforts to ensure balance. The SNP does not want to prevent these debates from happening – we want to participate in them – but if they go ahead as currently proposed, the views and interests of the people of Scotland will be marginalised. Scottish voters know this too. Sixty per cent of those polled are opposed to the exclusion of the SNP from these election debates – yet the broadcasters and other parties have simply ignored their opinion.

TO journalists, anything that appears as news is a story. Its the word we use. A “good story” is a tale that needs to be told and ought to be read. It doesnt, probably shouldnt, aspire to art. It neednt have a moral purpose and the chances are – for good news is rarely a good story – that it wont cheer you up. So whats the difference between a good newspaper story and a good movie? Easy enough, you say. One is supposed to be true, the other suffers no such inhibitions. In journalism the facts, said CP Scott, are sacred; movies get by with “emotional truth” or some such blather. Yet what if the film is “based on a true story”, and what if the newspaper item is unassailably factual, in every detail, but so selective it amounts to a falsehood? You can complicate the matter more. A journalist confronted with a hideous catastrophe will not win many bylines if he or she simply reports the death toll, quotes the politicians, and corrals expert opinion. Those who were despatched to Haiti as thousands died understood that “emotional truth”, the human reality, was also a fact, perhaps the largest fact. Yet a film-maker, bound by no reporting conventions, might claim the same understanding. By what right? When you exceed the facts, for whatever reason, you make a claim about your own percipience. But if you stick to what is demonstrably, blamelessly factual you may miss larger truths. Equally, if you touch on the lives of actual people, in either trade, they may fail to recognise your version, or they may just dispute your right – you might call it your right to free speech – to treat them as raw material.

OneScreen Inc. (PINKSHEETS: OSCN), has been facilitating video syndication for movie and Broadway content across several Internet web sites. Based on the essence of the OneScreen Media Exchange, video content creators can generate revenue from syndicating content to publishers where advertisers are looking to place their campaigns. Movie and Broadway content is one of many supported category verticals on the OneScreen Media Exchange.

Network Global, a company that operates Broadway.tv, is currently featured on out-of-home television screens in New York City taxi cabs and is now syndicating through the OneScreen Media Exchange. ZAMM.com, a content portal founded by Martin Grove and partnered with Alloy Media for monetization, has also chosen to syndicate movie review content through OneScreen. Moviezen.com, one of the worlds most comprehensive resource for movies with a thriving community of cinema lovers, is also one of the first web publishers to enable movie review content from the Media Exchange among their many movie reviews, celebrity and movie news, photos, and videos. Monetization is provided by advertising networks, including Tremor Media, Scanscout, and Adify Network NCM (National CineMedia). These advertising networks provide targeted video and display advertising with both content creators and publishers sharing in the revenue.

These content providers and publishers are all utilizing OneScreens Media Sites video integration, which provides them instant-on video capabilities without the need to change existing properties or manage complex implementations. The Media Player integration provides advertising network and server optimization and is fully integrated into playlist management provided by OneScreen. These sites are found at videos.broadway.tv, videos.zamm.com, and videos.moviezen.com. “Implementation and customization continues to be an important need of our clients,” stated Spencer Scott, Chief Revenue Officer of OneScreen. “We satisfy this need with robust products that can easily adapt to maximize revenue generation efforts.”

“Since the launch of our OneScreen Media Exchange from its closed beta, we have been seeing significant traction across many verticals,” stated Atul Patel, Chief Executive Officer of OneScreen. “Content companies are joining our exchange at a rapid pace, providing publishers more ways to engage and monetize their users, and offering advertisers better ways to target their messaging to the right audience, at the right place, and against the right content.” OneScreen continues to build enablement technology for all platforms, including Internet, IPTV, mobile, and out-of-home, allowing all the parties to take full advantage of the trends in digital video.

According to the February 2010 ComScore Report, Good Health Media (GHM) tops the charts for percentage growth among health ad networks, a group that includes such networks as AdRX, Healthline and Everyday Health. GHM audience is up 93% over a year ago — to 32 million unique visitors monthly — due to growth in consumers appetite for sophisticated, condition-specific information on niche sites. Advertisers have followed, as the company announced a 56% growth in ad volume for Q409. GHM signed significant ad deals with Wal-Mart Pharmacy, Shire, and Sanofi Aventis, and continued support from JJ, Merck, Pfizer and Wyeth, among others.

One factor driving the ad gains: a precise targeting capability GHM calls ConditionMatch™, which profiles “in-market” consumers (people searching for specific medical and wellness information). GHM delivers three primary audience channels: Consumer Medical, Consumer Wellness, and Healthcare Professionals. The Medical Channel delivers condition-specific audiences (e.g., allergy, diabetes, depression); Wellness bridges a marketplace gap by combining fitness and nutrition sites; and HCP aggregates professional website audiences.

“Pharma and CPG brands want condition specific-audiences of scale,” said Bill Jennings, CEO of Good Health Media. “Our site partners attract more a more frequent, loyal audience than broader health destinations online. Were able to reach people who are actively seeking specific information on partner sites and across the Internet. Thats the ideal platform.”

After years of keeping great online slots such as Sunset Dreams and Maxamillion a secret for UK players only, with great success demonstrated by their recent Hitwise award, the surge in demand over the past few months from other European players looking for high quality, high reward slots has finally led Quicksilver to reveal their secret to the World.

Quicksilver Games has added multiple payment platforms and currency options to web.quicksilvergames.co.uk, potentially allowing millions more players to join UK gamers in enjoying the range of bingo, slots, casino and fruit machine games on offer and vastly expand the businesses global reach in the process.

Quicksilver Games are currently playable by approximately 49,000,000 adults in the United Kingdom alone and the planned expansion of playable currencies and methods of payment are set to expand the number of gamers by up to 420,000,000. This could mean an increase in people playing games like Maxamillion and Kasharoo by almost tenfold.

The imminent expansion of payment methods will include not only being able to play using Euros and Dollars (though the site is not eligible for play in America) for the first time but online gamers will also be able to use Netseller, Moneybookers and Ucash to make deposits with which to play great games like Slots and Bingo.

Traditionally, Quicksilver Gamers have been able to make deposits only using Mastercard, Maestro, and Visa while playing games such as Maxamillion Race for Riches . These developments mean there will be a greater variety of methods to pay, enabling gaming fans more options on how they pay to play. It is worth remembering that you can also play the majority of Quicksilver Games for free.

“There mister, there,” shouted an elderly Iraqi man, his quivering hand pointing at a mangled torso on the ground. The bodys severed head and limbs lay scattered around the street and pavement, along with small pieces of smouldering rubber and charred metal. It was all that was left of the car and its driver. Nearby, in another scorched pick-up truck, four Iraqi policemen, whose vehicle had been rammed, lay torn and bleeding from shrapnel wounds caused by the blast. “Welcome to Baquba,” said an American soldier coming up alongside me. “Not much left of the bad guy, eh?” he added casually, before strolling off while wiping the dust from his wraparound sunglasses. What had been billed as a pre-election Peace Day gathering of local leaders and US military officials had just been about to start when the suicide car bomber struck. Baquba has always been a bad place when it comes to violence in Iraq. Suicide bombers are still hard at work there. On Wednesday, three suicide attacks, including one on a hospital emergency room, killed at least 32 people in this northern city, just days before millions of Iraqis prepare to go to the polls in a crucial general election that many believe is pivotal to Iraqs future. In the last few days of campaigning, 52 people have been killed, including three yesterday along with 50 wounded in Najaf after a car bomb exploded. Each and every one of these deaths acts as a stark reminder of the terrible price Iraqis still pay for each faltering political step forward the country tries to take.

Ground-Breaking Project Will Grow Customer Bases and Increase ROI for
Content Providers and Advertisers

AMSTERDAM — Irdeto,
a leading expert in content and business model protection solutions and
services, today announced that middleware and interactive TV technology
provider Selevision has selected Irdeto’s middleware solution and
conditional access system (CAS) for its new High Definition Personal
Video Recorders (HD PVRs). The HD PVRs, currently in field testing in
Saudi Arabia, will enable content providers to run highly tailored
advertisements – a market first in the Middle East. In addition,
Selevisions HD PVRs will be protected by Irdetos CAS and secure chip
set – another first for the region – to allow the company to
comprehensively secure premium content, while delivering a personalized
experience for consumers, through uniquely selected programs and
commercials.

“Irdeto’s technology meets our needs for a flexible solution that
enables us to deliver targeted content to consumers, while protecting it
against piracy, which continues to be rife in this region,” said Dr.

us to constantly enhance our targeted advertising capabilities. Irdeto
was a natural choice for us, given the company’s proven track record of
delivering industry-leading conditional access solutions in the Middle
East. We look forward to expanding our services to other regions, and to
continuing to work with Irdeto.”

According to Informa,
at the end of 2014, the Middle East and North Africa region will have
approximately 50 million multichannel TV homes. This means that more
than 70 percent of households will have either cable or satellite
television. In response to this growth as well as the need to
differentiate themselves to both advertisers and viewers, Selevision
selected Irdeto’s industry-leading middleware technology to empower
advertisers to effectively reach a wide range of viewers with ads that
are directly relevant to consumers.

“The advanced features and functionality that the Selevision HD PVR
offers to consumers and advertisers is a testimony to the maturity that
Irdeto middleware has reached,” stated David Canellos, senior vice
president, sales and marketing for Irdeto. “The Middle Eastern market is
ripe for innovation, and the ability to reach viewers with targeted

Schaefer. “Today’s market requires a versatile, more nimble approach to

FARGO, N.D. — Salesmen in Fargo are hawking products with names like the Muscle Wall and the Sandbagging Buddy. Emergency workers in Keokuk, Iowa, are planning to barricade the water treatment plant with limestone boulders. The farmers cooperative in Quincy, Ill., is moving grain inland to keep it dry. Spring could bring disastrous flooding again to the Upper Midwest, government forecasters are warning. And folks along the Red, the Mississippi and the Missouri rivers are taking precautions, especially after calamities last year and the year before. The National Weather Service said heavy snow cover and ground that is already saturated could lead to severe flooding in as little as a few weeks. Exactly how severe will depend on how fast the snow melts and how heavy the spring rains are. In Fargo and neighboring Moorhead, Minn., an area of about 200,000 people, the chances of major flooding were projected Friday at about 90 percent. The probability of record flooding was put at 19 percent. Elsewhere across the Upper Midwest, the threat is less dire but still serious.
A FREAK hailstorm hit the Australian city Melbourne yesterday causing widespread damage and floods. Horse-racing was cancelled as hail buried the course. And in the city centre shoppers waded knee deep in water as 25mm of rain fell in an hour. A train station had to be evacuated after the storm tore a hole in its roof. “It was a very dangerous thunderstorm,” said fore- caster Richard Carlyon.

WASHINGTON — At last, the unemployment crisis seems to be easing. Thats the good news. The bad news? Job creation remains scant because companies still lack enough confidence in the economy to ramp up hiring. The U.S. jobless rate held steady at 9.7 percent in February. And employers cut 36,000 jobs — fewer than predicted. Those figures signaled that the job market is slowly healing. Some economists said the jobless rate may have peaked and predicted the employment report for March will kick off a string of monthly job gains.

A SCOTTISH law firm has become the first in the country to offer clients “conventional” legal representation alongside advice on sharia law. Hamilton Burns, based in Glasgows south side, has teamed up with an eminent Muslim scholar who will counsel clients on the Islamic aspect of civil law cases, while solicitors give advice under Scots law. Despite public fears over what is deemed “creeping” sharia law, the firm stressed that the sharia advice was not legally binding and would mainly focus on giving Islamic guidelines on divorce or child custody based on rigorous readings of the Koran. AN Islamic lobbying group run by an SNP candidate using around pound(s)270,000 of public money is facing new questions after failing to provide ministers with reassurance about how it spent its cash. The Scottish-Islamic Foundation (SIF) was asked last August for an extra Letter of Comfort to show ministers its spending had been in line with conditions attached to its grants. However, the group did not provide one. Opposition MSPs said there was now an urgent need for an independent audit of the group, which has been dogged by allegations of cronyism and incompetence since its creation in 2008. The groups chief executive is Osama Saeed, 29, who is also the SNPs general election candidate in Glasgow Central and a protege of Alex Salmond. In early 2008, the SNP Government awarded the SIF more than pound(s)400,000 in grants to help strengthen community relations, despite the organisation having no track record of delivery.

Healthcare organizations are learning that an investment in patient and
member education is money well spent. A patient who understands their
healthcare options, the red flags of a chronic condition and the impact
of their behaviors on health status is less likely to wind up in the
hospital or the emergency room (ER) for costly treatment of an avoidable
condition.

How prevalent are patient and member education programs, and which
health areas are addressed by these efforts? How are healthcare
organizations delivering health education, and who is the primary health
educator? What is the chief impact and ROI from patient education
efforts?

2010 Healthcare Benchmarks: Patient Education Outreach provides
actionable information from 134 healthcare organizations on their
efforts to educate patients and put them on the road to self-management.
This 24-page resource documents trends and metrics on patient education
programs that are taking shape in the primary care office, the ER, at
hospital discharge and in the patients home.

FOOTHILL RANCH, Calif. — Skilled Healthcare Group, Inc. (NYSE:SKH) today announced that the
Company has accepted the resignation of Kelly J. Gill as Executive Vice
President and President of Hallmark Rehabilitation GP, LLC and Hospice
Care of the West, LLC. Due to personal reasons, specifically the desire
to spend more time with his family, Mr. Gill has accepted a position
with a healthcare company based near his home in Tennessee. Mr. Gill
will continue to assist the Company with the transition of his
responsibilities until March 31, 2010, at which time responsibilities
for oversight of Hallmark Rehabilitation GP, LLC and Hospice Care of the
West will be assumed by Jose Lynch, President of the Company, and Boyd
Hendrickson, Chairman and Chief Executive Officer of the Company,
respectively.

“It is with sadness that I announce the departure of a long-time
business colleague. Kelly has been a terrific addition to the Company
over the past year and has made great strides advancing quality care and
program improvement initiatives at both Hallmark and Hospice Care of the
West. We appreciate Kelly’s commitment, hard work and accomplishments
during the past year,” said Mr. Hendrickson. “From the entire Skilled
Healthcare team, we wish him all the best.”

Mr. Hendrickson continued, “At the same time, we are fortunate to have
strong leadership within the operations at both Hallmark and Hospice
Care of the West. The current Senior Vice President of Hospice Care of
the West, Scott Robinson, has been instrumental in the improvements in
quality and profitability of the Hospice business. Following Kelly’s
departure, Scott will report directly to me and I believe that the
Hospice programs will continue to make great strides in operational
improvements and growth. Likewise, the strong leadership within Hallmark
positions us well to move that business under the oversight of our
President, Jose Lynch. I believe this change will better facilitate
continued coordination of therapy programs within our skilled nursing
facility companies and strengthen Hallmark’s competitive appeal to
third-party providers. I am also extremely proud of the strong
leadership we have within our long-term care segment. The leadership and
support teams in place are experienced and well positioned to enable
Jose to dedicate the additional time needed to Hallmark.”

Emergency department (ED) overcrowding hinders the delivery of emergent
care across the nation. In California alone, 90 percent of the states
emergency facilities experience overcrowding. An EDs overcrowding can
create a myriad of problems – from an increase in wait times to a
decline in the quality of care being given to patients in need to a
spike in utilization costs.

How prevalent are programs to manage ED throughput, and what kind of
results are they achieving? What are the factors contributing to
overcrowding, and what are the most successful strategies for reducing
ED overcrowding?

2010
Healthcare Benchmarks: Emergency Room Throughput provides actionable
information from 73 healthcare organizations on how they are responding
to ED overcrowding and its effect on their organizations. This 13-page
resource documents trends and metrics from existing ED management
programs.

Lattice Semiconductor Corporation (NASDAQ: LSCC) today announced that it has shipped over 200 million ispMACH® 4000 complex programmable logic devices (CPLD). The Lattice ispMACH 4000 CPLD family provides a variety of design solutions, from glue logic and general purpose I/O expansion to voltage level translation and LED drivers. Engineers around the globe have widely adopted the ispMACH 4000 CPLD as a standard due to its balance of price, power and packaging options.

“Congratulations to Lattice Semiconductor on this significant business achievement in shipping over 200 million units of the ispMACH 4000 CPLD family. Samsung uses the ispMACH 4000 devices in Mobile WiMAX projects because Lattice has consistently met our standards for quality, delivery and price,” said Seung Gu Kang, Vice President, H/W Group Telecommunication Network Business, Samsung Electronics Co. Ltd. “I appreciate Lattice Semiconductor as a supplier because Samsung has become considerably more competitive in the market by virtue of their devices. I expect Lattice to continue to strongly support Samsung with the best device quality and price for us to strengthen our worldwide market share in the future.”

CPLDs continue to be a popular alternative to discrete digital logic, given the flexible nature of in-system programmable logic and I/O buffers that support a variety of signal standards and voltage levels. Compared to FPGAs, CPLDs offer the advantages of low cost solutions with predictable and very fast timing characteristics. With tiny packages down to 4×4mm, static power consumption down to 10uA and prices starting as low as $0.50, the ispMACH 4000ZE CPLD family is an ideal design solution for battery-powered or low standby power devices such as smartphones, portable GPS products and home appliances like digital set-top-boxes.

“The ispMACH 4000ZE CPLD family offers customers a low price, low power solution that continues to be used at an accelerating rate by both consumer and system focused customers,” said Chris Fanning, Lattice Corporate Vice President and General Manager of Low Density and Mixed Signal Solutions. “Shipping over 200 million ispMACH 4000 CPLDs is an important milestone for both Lattice and the programmable logic industry, because it demonstrates the value CPLDs offer to a myriad of digital system designs. Its important as well to customers, who demand immediate availability and reliability from their supply chain partners.”

James Bulgers family are understandably the most vocal about wishing to have this information. Its natural that the victims of the ruinous crime will forever be tormented by every aspect of it, and being kept in the dark concerning the whereabouts and activities of the two killers, now 27-year-old men, must form part of that pain. Perhaps, they think, they might have already encountered Venables or Robert Thompson on the street without knowing it. How can they be sure they havent sat beside one of them at a football match or queued behind them in the supermarket? Perhaps the Bulgers unconsciously hunt in the sea of faces every time they are confronted with a crowd, or maybe that subconscious search among strangers is instead a longing to see the face of their own son, now forever lost. Who can be sure? But while their deepest motivation for wishing to be informed about Venables must remain mere guesswork on our part, the fact remains that they do not have the legal right to know. The reason for this is quite clear. Informing the victims family could lead to a breach of anonymity, intentional or unintentional, and the law has been tasked with keeping the new identity of the two murderers secret. So who else is demanding that this law be broken? Ah yes. The Sun newspaper. It wants us to sign a petition to put Venables back on the front pages where he belongs. Oh, and the Daily Mail. And Carol Vorderman, bizarrely, judging by her peculiar, shouty indignation on last weeks Question Time. But why? Well, we cant speak for Vorderman, as she was unable to give an intelligent reason why outing Venables would be a good thing for anyone involved, so the origins of her strident insistence will have to remain a mystery. But The Sun and Daily Mails agenda is at least crystal clear. It would sell more newspapers.

The Fraser Institute, one of Canadas leading public policy think-tanks, today released its annual report card on Ontario elementary schools, an invaluable tool for comparing the academic performance of schools across the province.

“The report card is the only easily accessible, objective tool that helps parents assess the performance of their childs school,” said Peter Cowley, Fraser Institute director of school performance studies.

The report card measures whether academic performance in a school is improving or declining. It allows parents to compare schools based on key demographic factors such as parental income or number of ESL students, and it shows the number of students not meeting provincial standards in reading, writing, and arithmetic.

“These detailed results provide parents with the information they need to ask the principal at their childrens school important questions about a schools performance,” Cowley said.

“In the spirit of encouraging academic excellence, the report card also offers educators the ability to compare the academic performance of their school to others with similar characteristics, helping them identify areas in which improvement can be made.”

The implementation of rent increases on renewal and turnover, increased ancillary revenues, and targeted cost reductions partially offset the negative impact of reduced occupancies, property and commodity tax increases, and a one-time increase in vacation and benefit cost estimates compared to the prior year. Same property occupancy was 91.8% in the fourth quarter of 2009, up 0.5 percentage points from the previous quarter of 2009 but down from 93.1% in last years fourth quarter. For the year ended December 31, 2009 same property occupancy was 91.6% compared to 93.3% in the prior year.

In the Canadian Retirement portfolio same property NOI decreased $1.0 million or 4.3% for the quarter ended December 31, 2009 compared to the same period last year. For the year ended December 31, 2009 same property NOI decreased $1.8 million or 1.8% compared to last year. The NOI declines are primarily attributable to lower occupancies, particularly in the British Columbia portfolio, as well as one-time increases in estimated liabilities for employee vacation and benefits recorded in the fourth quarter of 2009. Same property occupancies in Ontario were healthy at 93.1% in the fourth quarter of 2009, up from 92.1% in the third quarter of the year and lower than 94.1% in the fourth quarter of last year. Customer traffic and expected future arrivals maintained positive trends and management is optimistic that this improvement will translate into continued increases in occupancies in 2010. In addition, the spillover effect from significant waiting lists for long-term care beds in the province should continue supporting the increased demand for retirement suites. Performance in the Quebec portfolio continues to show steady growth with same property average occupancy improving to 88.6% in the fourth quarter of 2009, up from 87.8% in the third quarter of 2009 and from 85.5% in the fourth quarter of last year. In Western Canada, while Alberta occupancies remained strong, continued oversupply conditions in two British Columbia markets, combined with reduced occupancies at one long-term care community, resulted in same property occupancies declining to 90.3% in the fourth quarter of 2009 from 91.0% in the third quarter of 2009 and 95.0% in the fourth quarter of the prior year.

CARLOS Tevez grew up in the infamous sprawling slum of Fuerte Apache, a drug- and crime-ridden estate near Buenos Aires. His mother was just 15 when she had him and, at 10 months old, a jug of boiling water fell on him, leaving a scar running from his right ear down his neck.
LOS ANGELES — Thomas Properties Group, Inc. (Nasdaq: TPGI) reported today the results
of operations for the quarter and year ended December 31, 2009.

“Last year was one of the most difficult ever for the real estate
industry and the impacts were felt across the board in all sectors,”
said James A. Thomas, Chairman and CEO. “Even in this environment, we
were able to increase cash flow as evidenced by improvements in the
fourth quarter, and we favorably restructured some of our debt and loan
terms to better position our properties for the future.”

The results of operations presented in this release include a
consolidated net loss for the three months ended December 31, 2009 of
$(7.7) million or $(0.30) per share compared to a consolidated net loss
of $(7.7) million or $(0.33) per share for the three months ended
December 31, 2008. The consolidated net loss for the year ended December
31, 2009 was $(21.6) million or $(0.86) per share compared to $(5.5)
million or $(0.24) per share for the year ended December 31, 2008.
Included in the consolidated net loss for the three and twelve months
ended December 31, 2009 are pre-tax, non-cash impairment charges of $4.4
million and $13.0 million, respectively, related to the Murano
condominium project, and $14.0 million and $16.0 million, respectively,
related to joint venture investments.

After tax cash flow (ATCF) for the three months ended December 31, 2009
was $2.5 million or $0.10 per share compared to after tax cash flow of
$0.5 million or $0.02 per share for the three months ended December 31,
2008. The increase in ATCF for the quarter ended December 31, 2009 over
the prior year period resulted from an increase in gains from sales of
condominium units at the Murano property and a reduction in interest
expense, partially offset by reductions in property net operating income
and net revenues from the investment advisory management, leasing and
development services business. ATCF for the twelve months ended December
31, 2009 was $8.2 million or $0.33 per share compared to ATCF of $22.5
million or $0.95 per share for the twelve months ended December 31,
2008. The reduction in ATCF for the year ended December 31, 2009
compared to the prior year primarily resulted from a decline in gains
from sales of condominium units at Murano and a reduction in property
net operating income. The Company defines ATCF (a non-GAAP financial
measure) as net income (loss) excluding the following items:
non-controlling interests, deferred income taxes, non-cash charges for
depreciation and amortization and asset impairment, amortization of loan
costs, non-cash compensation expense, straight-line rent adjustments,
adjustments to reflect the fair market value of rent, and gain from
extinguishment of debt. ATCF is further described in note (c) to the
financial statements below.

Thomas further stated, “We have accomplished a number of financing and
capital transactions, reducing our consolidated debt balances by $69.7
million at December 31, 2009 compared to December 31, 2008. Also,
subsequent to year end, we negotiated on behalf of the California State
Teachers Retirement System (CalSTRS), our partner in City National Plaza
in downtown Los Angeles, for CalSTRS to acquire all $219.1 million of
mezzanine debt on that property. CalSTRS will contribute this debt to
the partnership’s equity, reducing the leverage on the property from
$568.0 million to $348.9 million, all of which is first mortgage debt.
We are in discussions with CalSTRS to obtain an option to participate in
the loan purchase, on or after the maturity of the mezzanine debt, based
on our current pro rata share of 25% of the existing City National Plaza
equity. We are confident that the increased equity, together with the
property’s substantial cash reserves, will facilitate the refinancing of
the mortgage later in 2010.”

Partners, the round includes new investor, Egan-Managed Capital. Travis D.
Connors, partner at Egan, will join the Currensee Board of Directors.

“Currensee is one of the most disruptive companies weve seen in the
financial services sector,” said Jim Moran, General Partner at Northbridge
Venture Partners. “In a space that has been viewed as the Wild West for
investors, the Currensee team has made tremendous progress — bringing
transparency, collaboration and innovation to the Forex industry for the
first time. As we look ahead, were excited to welcome Egan-Managed Capital
as we work together to support the shake-up Currensee is creating in the
world of Forex.”

Currensee brings trust and transparency to Forex trading by enabling
members of its trader network to see each others actual trades and
positions, trading strategies and performance to make more informed trade
decisions. Currensee traders from over 70 different countries have become
members of the trading social network and linked their live brokerage

iFinix Corp (PINKSHEETS: INIX), a provider of real-time financial information and services to active traders and to the securities industry, announced today that the company has acquired a controlling interest of 82% in Beckman Holdings in an all stock transaction.

The acquisition of Beckman Holdings by iFinix Corp. will impact the company on several levels. Beckman Holdings is the parent company of Island Forex, a currency trading firm with over 1000 active and inactive accounts. Richard Dank, President of iFinix Futures, will oversee the development of Island Forex, where Mr. Dank will apply the same set of skills that he has already used to build iFinix Futures.

The other subsidiary of Beckman Holdings, Underwood Holdings, will be used as the platform to establish iFinix Capital. This division will serve the equities market and will be headed up by Douglas Spadaro. Mr. Spadaro has held senior-level management positions in various equities and bond firms and is well qualified to spearhead such an undertaking.

Mr. Spadaro has been in negotiations with an established group of investors, traders and money managers to join iFinix Capital once it is established. This will provide an immediate base of revenues for iFinix Capital from which to build on.

iFinix Corporation Chairman, Douglas Spadaro, stated, “iFinix has now completed the foundation of the companys long-range strategic operating plan. I am very confident shareholders will be richly rewarded as the company continues to grow through our trading divisions and various software trading platforms.”

“OANDA provides a transparent and very innovative service to their traders and were happy to have them as a partner,” said Asaf Yigal, Co-founder Currensee. “Weve had hundreds of OANDA traders request to join Currensee and access their real-time trade information and we knew OANDA would be a great broker for our network. There are several companies out there using back door approaches to get the data from the OANDA platform but its not scalable and, most importantly, its not real-time. We worked closely with the OANDA team to bring the power of the OANDA data together with real-time trade collaboration.”

Currensee brings trust and transparency to Forex trading by sharing real-time information on the actual trades its members are making. To join, members create a Currensee profile that connects to their live OANDA brokerage account through the secure API. Traders can continue to execute trades as they always would through their broker and can now measure their performance, share real-time trade data, and collaborate with others in a completely transparent manner on Currensee.

“OANDA believes Forex traders benefit from the power of online communities and open access to information,” said Paul Jeszenszky, Head of Marketing at OANDA. “Currensee has shown a commitment to both and were glad our clients now have access to their platform.”

Illustrated dictionary of podiatry and foot science.
Dear Dr. Gott: During the latter part of 2007, I was diagnosed with metastatic bladder cancer. My doctors recommended chemotherapy treatments from November 2007 to May 2008. I underwent surgery in June 2008 for removal of the bladder, prostate and two lymph nodes. In July, my kidneys failed, and that, too, was successfully treated. So far, so good. I am doing fine and have regained my weight back to 216 pounds. Unfortunately, the surgery has left me with numb feet — no pain, just numb. After several doctor visits, including trips to a neurologist, podiatrist and neurosurgeon, I have been told that this is a side effect from the chemotherapy. I would like to know whether you or any readers could recommend something that might help me. I read your articles every day and hope there is something someone can suggest to improve my condition. I do realize that I have been blessed to overcome this medical condition with only numbness in my feet as a residual. Dear Reader: Yes, you certainly have a lot for which to be grateful. To be a cancer survivor and to reverse or stabilize kidney failure is a testimony to your constitution and the superb care you received from your team of physicians.

Dear reader, ITS completely out of order to put this video on the internet. You need to trust your lover if youre going to make a movie with them – and trust them not to misuse it if you break up.

Rangers may be on the brink of new ownership in the boardroom but on this evidence there is little chance of them being taken over in the SPL table any time soon. Indeed, such is their dominance in league matches – they have lost just once in a full calendar year – that it could be said they currently operate a virtual monopoly. Lee McCulloch has been known as “Big Jig” since his Motherwell days for a so-called propensity for going to pieces in the box. The irony wont have been lost on St Mirren yesterday as he ventured forward from his mainly protective midfield role to get his crucial sixth and seventh strikes of the season and close in on his best tally north of the border since his days as an aspiring striker at Fir Park. “I thought Mo [Maurice Edu] and Thommo [Kevin Thomson] were brilliant in the middle of the park after I went off last week, so I could easily have been left out and not had an argument,” said McCulloch, who missed Scotland duty this week with an ankle injury. “So to have started and done all right is brilliant. It is good to contribute to the goalscoring. I think I scored 12 with Motherwell one season but that was a long time ago.” This was the fourth time these sides had met since the end of January, with the all-important fifth to arrive in the Co- operative Insurance Cup final at Hampden in 15 days time.
SCOTTISH house-sales activity sprang back to life last month. The latest report from the Agency Express Property Activity Index shows the number of houses sold in February compared to the same month last year has gone up by 132%. Glasgow saw February sales double, going up by 111%, whilst Edinburgh saw a rise of almost 86%. Nationally, the UK saw a 136.6% increase in February compared to January, the highest level since March 2008 and 55.2% up on February last year.

CALGARY, Alberta — Vermilion Energy Trust (“Vermilion” or the “Trust”) (VET.UN-TSX)
announces the 2009 tax treatment on distributions for unitholders in
Canada and the United States.

For the 2009 taxation year, the treatment of distributions is 100%
return on capital (taxable income).

For purposes of the Canadian Income Tax Act, the Trust is a mutual fund
trust. Each year, an income tax return is filed by the Trust with the
taxable income allocated to and taxable in the hands of unitholders.
Distributions paid by the Trust can be both a return of

Each year the taxable income portion or return on capital, is calculated
and reported in the Trust’s T3 return and allocated to each unitholder
who received distributions for that taxation year and reported in Box 26
‘Other income’ on the T3 Supplementary forms, which are mailed to

distributions which is reported in Box 42 “Amount Resulting in Cost Base
Adjustment” reduces the unitholder’s adjusted cost base of trust units.

WASHINGTON — Massage Envy® has officially been awarded the new Guinness
World Record for the most people being massaged simultaneously
in one location. Massage Envy, the nation’s largest provider of
therapeutic massage, received its official letter and certificate from
The Guinness Book of World Records in late February, for its
record-breaking event at the 2009 Marine Corps Marathon (MCM).

On October 25th of 2009, 167 people were simultaneously
massaged at 11:45 a.m., just as they finished participating in the 34th
annual Marine Corps Marathon. The company set up a sea of tables at the
marathon’s Finish Festival in Rosslyn, Virginia, and collected hundreds
of massage therapists from all over the area for the event. The previous
world record for the most people being massaged at the same time was
154, set in London, England in 2007.

“We’re thrilled that Massage Envy now officially holds the new world
record,” said Regional Developer Eric Barton. He added that, “massage is
becoming more and more popular as a way to not only relax, but improve
health by lowering blood pressure and boosting the immune system. We’re
happy to have given that to the race participants, and we’re happy to
share this world-wide honor with the local community.”

“The Marine Corps Marathon is a world class event so it only makes sense
that it would host the world record effort by Massage Envy,” said Rick
Nealis, MCM Director. “Massage Envy has done an amazing job over the
past several years providing massage recovery service to thousands of
MCM runners in the Finish Festival.”

The vibrant market for ethnic-specific health and beauty care products has experienced steady growth — even during the worst economic times — with retails sales increasing to $3 billion during the period 2005-2009, according to “Ethnic Hair, Beauty and Cosmetics Products in the U.S., 7th Edition” by market research publisher Packaged Facts.

Yet while some marketers are intimately acquainted with the infrastructure and the quirks of the more specific aspects of the ethnic health and beauty care market, which mainly comprising haircare, makeup, and skincare products for African Americans and Hispanics, other marketers deem it wise to compete on a larger scale and reach beyond any one ethnic demographic niche by positioning products multiculturally. This strategy exists between the ethnic-specific and general market ends of the spectrum, and yet blurs with them both a little.

Packaged Facts asserts that there is now less advantage for ethnic health and beauty care marketers — particularly for smaller and midrange players — to restrict themselves to niche-positioning, and more advantage in the multicultural approach.

“In 2010, there is a strong trend to position beauty products multiculturally. That is, not only to the three principal minorities consisting of Hispanics, African Americans, and Asians, but also to Arabs, Native Americans, South Asians, and others,” says Don Montuori, publisher of Packaged Facts. “A strength of using the term multicultural is that products carrying the label can be marketed to everybody, including Caucasians.”

The ability to market multicultural health and beauty care products to Caucasians, in addition to consumers of other ethnic backgrounds, is important to marketers based in the U.S. who increasingly seek lucrative international involvements. The term “ethnic” does not have the same meaning in most of the rest of the world, where billions of people have skin tones that befit the use of ethnic products popular in America and where Whites are the minority. Even in the U.S., which is home to more than 100 million persons of color, the term is expected to become antiquated in the coming decades, as the ethnic nation expands to become the majority sometime around 2042.

The Canadian Healthcare Association (CHA) acknowledges the difficult decisions faced by Government in crafting todays budget.

“Canada is still facing tough economic times,” said Pamela Fralick, President and CEO, Canadian Healthcare Association, “and it is tempting to make cuts.”

The governments announcement that the transfer payments to provinces and territories will be maintained is reassuring. Furthermore, this confirmation of its earlier commitment has been strengthened with a one-time payment to six provinces of $525 million, to ensure they do not face a decline in entitlements under health and social transfers, as well as equalization, a move that is welcomed by all. Our expectations are raised that this commitment to the conditions and spirit of the 2004 Accord will be maintained throughout the coming years.

Releasing the funds allocated to Canada Health Infoway in Budget 2009 is the right thing to do. This investment is pivotal to a sustainable, efficient, effective and safe health system.

Some initiatives fell short of our expectations.
